GENERAL STATEMENT OF DUTIES
Plans, directs, and coordinates the activities of investigators engaged in investigating and assembling evidence, and conducts complex and confidential investigations, including matters relating to alleged discrimination or violation of civil rights; performs related duties as required.

COMPLEXITY OF DUTIES
Under general supervision, the duties require the use of independent judgment in supervising subordinates and conducting complex investigations.

TYPICAL DUTIES
1.Plans, assigns, directs and reviews the work of subordinate investigators.
2.Conducts investigations of violations of federal and state civil rights statutes involving the County, its employees, agents, and the public.
3.Conducts investigations of County employees involved in alleged violations and disciplinary proceedings.
4.Participates in conferences in matters relating to cooperation with other law enforcement agencies when investigations reveal criminal activities.
5.Supervises and participates in investigations of malpractice, false arrest, assault, and other tort claims against the County.
6.Participates in conferences on matters relating to policy, procedures, and control.
7.Prepares reports and evaluations relating to investigations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1.Extensive knowledge of principles, practices, and methods of civil investigations.
2.Extensive knowledge of the basic rules of evidence and establishment of legal proof.
3.Thorough knowledge of civil rights laws.
4.Considerable knowledge of applicable statutes, court decisions, and rulings pertaining to litigation proceedings.
5.Skill in ascertaining facts by personal contact, observation, examination of records, and by correspondence.
6.Ability to plan, assign, supervise, and review the work of subordinates.
7.Ability to testify effectively in court.
8.Ability to express oneself effectively, both orally and in writing.
9.Ability to establish and maintain effective working relationships with associates, attorneys, and witnesses.

MINIMUM QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university
and, either
a.Ten years of satisfactory investigative experience in civil rights, racial discrimination cases, or insurance claims with a law enforcement agency, including five years in a supervisory capacity;
or
b.Twelve years of satisfactory experience investigating insurance claims, including six years in a supervisory capacity.
NOTE:Experience, as outlined above, in excess of the ten or twelve-year requirements, respectively, may be substituted for college education on a year-for-year basis up to a maximum of four years.
