5. | Ability to develop and implement administrative methods and procedures concerning capital projects and programs and to evaluate their effectiveness. |
6. | Ability to establish and maintain effective working relationships with associates, other officials, and corporate officers. |

A. | Ten years of satisfactory administrative experience in drafting capital projects and programs and the development, preparation, and analysis of capital budgets; or |
B. | Ten years of satisfactory experience as a Civil, Environmental, or Sanitary Engineer with responsibility for drafting capital projects and programs, including responsibility for capital budget preparation. |
