1. | Thorough knowledge of the principles and practices of public administration. |
2. | Considerable knowledge of laws, rules, and regulations affecting traffic and parking violations. |
3. | Ability to express oneself effectively, both orally and in writing. |
4. | Ability to maintain records reconcile accounts, and prepare reports. |
5. | Ability to formulate, develop, and improve agency programs and procedures. Ability to establish and maintain effective working relationships with associates, the public, and other governmental agencies. |

A. | Seven years of administrative experience which included budget preparation and contract preparation; or |
B. | Seven years of administrative experience in operations management which included the reconciliation of accounts. |
